As to how regularly I'd like to receive one...as often as the author is up to making one. Don't need to add pressure by putting a deadline on it...unless the author prefers working with a deadline, of course.
I always think it's awesome when authors have contests and give-aways in their newsletters. I suppose it could get pricey for the author, but it's fun as a reader.
I think its also good for authors to help promote each other so perhaps mention books you've been reading you enjoyed at the end of it.
I get a bunch of newsletters from agents, authors, and sites, if you would like to see a few of them send me an email and I'll forward them to you!

Also, you should check out feedburner. You can set up a blog that can act as your newsletters so you won't have to pay for a service.
